Financial Times:Democracy disappoints Bahrain

Salaam all,

This is my comment on the subject article by the Financial Times Journalist Andrew England.

I have always considered external authority assessments of an internal affair of another entity, be it a club, a company or a state, to be incomplete and most of the time incorrect. For such so called benchmark assessments tend to follow a template of predefined procedures in their so called professional assesments of affairs. I think what we have in Bahrain can not and will not be similar to what is being advocated in the west as being so called Democracy. What has evolved in Europe, and the west in general, was a result of historical events and cultural influences that shaped the landscape of the western civilization over the past centuries.

A stranger coming to this part of the world with his ready made templates and preconceived methodologies would most probably generate a neat and professional assessment of the situation as he sees it. However this assessment most probably will not coincide with the point of views of those who live the situation on a daily bases and feel the contradictions in a closer manner.

Those, local or external entities, who give no credit to historical events, cultural influences and the role these mighty powers play in shaping the future of nations, are bound for shocking reality as the time passes.

Democracy disappoints Bahrain

When George W. Bush became at the weekend the first US president to visit Bahrain, he was quick to compliment the small archipelago's ruler.

King Hamad bin Issa was at the "forefront of providing hope for people through democracy" the president said, and was "showing the way forward for other nations".

If Mr Bush had been speaking five or six years ago many Bahrainis might have agreed with him - after inheriting power in 1999, the monarch released political prisoners, adopted a new constitution, reconstituted a bicameral parliament and has since held two elections for the lower house.

But when the American leader touched down in Bahrain during his Middle East tour, Bahrainis were still coming to terms with the death of a man involved in a demonstration in December, with some blaming the state security forces. Subsequent protests led to dozens being rounded up. Human rights workers say about 20 people remain in prison, some of them allegedly tortured and denied access to lawyers.

An interior ministry spokesman dismissed allegations that security forces used excessive force, describing the protests as a "sabotage spree" and accusing demonstrators of attacking police with petrol bombs. The spokesman also rejected the torture claims and described those arrested as criminals.

But opposition politicians and activists say the episode shows that, rather than being a model of progress, Bahrain is an example of the weakness of the type of democracy in some Middle Eastern states. They express the frustration felt by reformers throughout the region who argue the US administration has bolstered authoritarian regimes and weakened reform movements by reneging on earlier promises to push for greater democracy.

Bahrain is an important Washington ally, as it hosts the US Navy's Fifth Fleet. It also boasts a reputation for being more liberal and open than its neighbours and is a big financial centre.

But the events in December highlight underlying problems which critics say the government has failed to address, including alleged discrimination against the Shia community, inequitable distribution of wealth, corruption and the slow pace of reform.

Bahrain stands out as the only Gulf nation with a Shia majority - Shia Muslims account for about 60 per cent of the population - but the state is ruled by a Sunni royal family.

"There was reform in 2001, significant reform, but then in 2002 it was put on the back seat. Actually, it's not even on the back seat, it is in the trunk now," says Ebrahim Sharif Al Sayed, secretary-general of the opposition National Democratic Action Society. "It's what you call a decoration of a so-called modern democratic state that meets that minimum required by the US president."

Small protests, mainly by young, disaffected Shia - who tend to be the poorer community - have been held sporadically for more than a year. These created cycles of arrests that triggered more demonstrations, but activists say security agents used greater force than usual.

As in other Gulf states, the Sunni-Shia violence in Iraq has exacerbated sectarian tensions in Bahrain, which worsened amid allegations that the government had been giving citizenship to Sunni from other countries in a bid to change the state's demographics.

A Shia Islamist movement won 17 seats in the 40-member parliament in last year's election, but the assembly has limited powers. Shia also complain they are excluded from many civil service jobs.

"The mother of the problem is the discrimination against the Shia. There's a strong feeling among the Shia that they are not only marginalised but they are being squeezed so they have to leave the country," says Nabeel Rajab, vice-president of the banned Bahrain Centre for Human Rights. He describes Mr Bush's remarks as "very disappointing".

"I'm afraid the government will take it as support by the US government for its internal policy and that for sure will weaken all the reformists and political and human rights activists."

The fate of Secularism in the Arab and Islamic World
Part 2

Centuries ago, the earlier so called intelligentsia in the Arab and Islamic World, in their initiative to reach inner peace and external cohesion, attempted to complement what for them seemed a necessary missing constituent in the consistence of Islam. In the process they sought the help of an alien doctrine, namely the Greek philosophy, with the aim of melding or at least setting the foundation for peaceful co-existence of two philosophies, namely, Islam as religion and way of life and the Greek philosophy as supporting entity for what they thought to be logical reasoning. Nature of things as always took precedence over wishful thinking. The balance of Power would set the rules and the outcome would be for every one to see and agree to be.

The Bastard they brought forward was at once rejected by the Islamic philosophy as being an illegitimate and criminal manipulation of its own pillars. Here again one can not simply push forward such an argument from the balcony of his own villa and retreat back to the garden for further meditation.  No he needs to get his head and feet on the street and challenge those who would be the followers of exactly the opposite of what he advocates. An undertaking that most probably would call for the greatest kind of sacrifice and self denial. All for the desire of putting forward an idea that seemed for him more of a logical conclusion on the one hand, and so abstract and meaningless for most of those whom he wanted to challenge and provoke on the other hand.

The nobility of the idea, the wishful thinking would have to seize to exist and practicality would have to take precedency.  What would be the ultimate price he is welling to pay for all this, and what would be the ultimate reward from all of this. A question neither for the weak to answer nor for hesitant to ponder. Above all what would all this be for those whom he wants to conquer?

For the sapless and hesitant so called intelligentsia, this was all too much to bear. The struggle was not to be. They disgracefully sat to watch as their idea was set ablaze. The idea that you are not welling to pay the ultimate sacrifice for is one not worth living for. The sun burned off the fog and the masses witnessed the shameful display of cowardice.

The illegitimate jumped the fence, and went to wonder on the land of the infidels where he found his roots to be. Now he is back wearing the tail coat knocking on our doors once again and being received by nowadays so called intelligentsia in our Arab and Islamic world.

History would repeat it self and things will always come back to their own equilibrium state. Need I say more?

The fate of Secularism

The Fate of Secularism in the Arab and Islamic World

Secularism, as understood in the Arab and Islamic world, being the separation between Islam as a religion and a way of life on the one hand, and politics as an instrument for managing the affairs of life on the other hand, is destined for a miserable failure in wining the minds and hearts of Arabs in particulars and Muslims in general. This conclusion is based neither on sentimental aspirations nor on idiotic understanding of the current international affairs or the balance of power on a global scale. No, it is a statement that derives its correctness from the power imposed by history reasoning on the nature of things. One simply can not ignore the mightiness of such influence by history on the future and fate of a free nation like the Arab and Islamic Nation.

In general, Islam as a philosophy and religion can not be simply ignored when considering the balance of power of past, current and future civilization affairs. The great influence of the Islamic doctrine can not be plainly ignored when we come to the concept of secularism and the potentials for such a weird concept in winning and pushing aside a deep rooted ideology like the Islamic religion in our world.

Ignoring the above historical reality by the so called intelligentsia in our Arab and Islamic worlds is a call for laughter more that an occasion for pondering.

One need to appreciate how any philosophy establishes its roots in the minds and hearts of any free and independent nation, so that he would be able to reach a clear determination of the fate of any new, yet weaker, adversary philosophical system. Here again the seemingly obvious  lack of understanding by the so called intelligentsia in our world to such historical reasoning can be attributed to sheer stupidity or complete surrender to the concept of Western way of thinking.

In all cases the so called intelligentsias in our region are bound for a shocking reality in the times to come. For the ultimate outcomes have been determined by the historical events that successfully planted and secured our Islamic philosophy in the past and would surely influence our nation fate in the future.

No one would elect willingly to choose slavery as a destiny for himself and for his posterity. The human nature would have its own saying on such decisions and conclusions. This can only be more clear and determined in the case for a free nation blessed with an established great philosophy. Here also history tells us that philosophy can not simply give in to another one by peaceful means. The balance of power would always be a determining factor for the ultimate outcome of such necessary conclusions. Wishful thinking, such as that being advocated by the so called intelligentsias takes junior position. Once again they give a good example for being pompous fools.

Having said that I would find it logical to realize that secularism as western concept, derived from the Western philosophy would most probably flourish in the hearts and minds of the western civilization followers. This has its roots in the western history as well.

However, I can not extend this conclusion to the Arab and Islamic world. This simply would be illogical and mindless when we are talking about the fate of secularism in the Islamic philosophy and eventually in the life of Arabs and Muslims. The Islamic school of thought can not and will not simply accept this foreign concept as being one of its own offerings. This will have its own great influence on the thoughts of the Arab and Islamic nation for whom this foreign thing, this concept which is referred to as secularism will always be a bastard that can not be welcomed with open arms.

History also orders us that a deep rooted philosophy like Islam can not be simply defeated by aggregating foreign concepts and wishing for implanting them in the body of such ism. This simply can not be the case. History might ignore this for some time but this will not be for long. Things will always come back to their own equilibrium state.

understanding Gaza crisis

Have you seen the Godfather film about the Sicilian Mafia in USA and Italy? In that film everyone must obey the godfather. This applies to every one who lives and works in the godfather area starting with the cold-store owner up-to the big business men and politicians. The godfather says if the small cold-store owner don’t obey me and I don’t do anything about it, then in the following day a bigger cold-store owner will not obey me as well and so on until I lose my grip on everyone in my area.

 

The godfather in our area is Uncle Sam. He is after every small cold-store in his area which is in our case the Arab world! He says if Hamas Does not obey me and I don’t do anything about it, then in the following day a bigger entity may not obey me as well. Uncle Sam would argue that if this happens then he will eventually lose his grip on the area. The bottom line: the US will try very hard not to let Hamas get away with it.

 

Oh I almost forgot. Iran, they are on the “Bad Guys” list. The Iranian regime knows they are a targeted. So they would try to delay the American project against their ambitions in the area as much as possible and would push forward every small cold-store owner in the area to face his fate in front of Uncle Sam. They are doing it with Iraq, Lebanon and now with Hamas.

 

The reality of our area reasoning: If you want a good job then apply for a “Godfather” position!

Can you appreciate what RAND corporation mean by using the term Moderate Muslim? The attached report provides details regarding RAND recommendations for constructing such networks.

 

The below is an excerpt from the report:

 

With regard to partners (to USA), it will be important to identify the social sectors that would constitute the building blocks of the proposed networks.

 

Priority should be given to

1.     Liberal and secular Muslim academics and intellectuals

2.     Young moderate religious scholars

3.     Community activists

4.     Women’s groups engaged in gender equality campaigns

5.     Moderate journalists and writers.

 

Here is a recommended strategy by RAND for supporting the above groups:

 

The United States should ensure visibility and platforms for these individuals. For example, U.S. officials should ensure that individuals from these groups are included in congressional visits, making them better known to policymakers and helping to maintain U.S. support and resources for the public diplomacy effort.

Iranians & Americans in Iraq

Thank you for your message.

 

Looking at the root cause of what is happening now in Iraq, one can  not ignore the main reason: The Invasion of Iraq. This criminal act has set the stage for most if not all the current and probally most of the expected future atrocities in Occupied Iraq. The crime, the invasion of Iraq, was planned and executed by the American Invation Power. Many countries participated in facilitating the criminal act. Iran was not an exemption in this regard. The Iranian regime participated actively in the preparation for the invasion through his slaves and agents.

 

Four years after the criminal act of destroying Iraq, most countries who participated in the destruction of Iraq seem to have realized they were partners in committing the now highly unpopular offense. Most of them have taken actions to distance them selves from the center stage of Iraq.

 

Two countries, namely the US and Iran, seem to be more welling now, to actively continue their destructive role in determining the fate of occupied Iraq. A future that seems to be bleak on all levels. Note here that I am talking about countries and regimes. I am not talking about groups of terrorists or weird secret agencies. It appears that a strategical decision has been taken from the highest decision circles in both countries to continue playing the dirty game in Iraq. The new change, the direct discussion, is not to do with strategical changes, rather it is a about who control what and to what extent. Apparently, as we all have seen on TV, both the US and the Iranians are welling to continue to play the game, they however need to reach a mutual understating of how to mange it given the latest changes in the balance of powers among the different parties.

 

I can not equate the action of the above two countries with any non governmental groups that are participating in the deadly game being played in Iraq.  People in Iraq are now being killed for all sorts of reasons, by all type of groups. Most of these groups leaders, if captured,  would be tried and if found guilty of criminal and terrorist acts, they would be sentenced accordingly. On the legal front, their liability is limited to their individual entity and can not be generalized to include other sovereign states. On the other hand, there are sovereign states that seem to participate actively in the destruction of Iraq. Any rational thinking can not equate both the individual and the sovereign state as being equally morally and legally responsible. States and officials of states can be accused of criminal wars against humanity.

 

I can not exclude the Arab regime from the responsibility of what has taken place in Iraq. However, when it comes to the continued destructive role in occupied Iraq by other sovereign states, I simply cannot ignore the role of both Iranian and American regimes.

 

The article talks about the crime of destroying Iraq. Looking at the root cause of what is happening now in Iraq, one can  not ignore the main reason: The Invasion of Iraq.

Frankly speaking, I read the attached article and although my English is not that good, I understood it in a way different than your analysis or comments.

 

Here the article talks about "This is the worst thing to happen to Iraqis since 1258, when the Mongols invaded and took Baghdad", but it does not relate this to any Iranian link ...etc. despite the fact that the Iranians and the Americans are there and there and there.

 

Why we always try to avoid the fact that "someone" in Iraq, other than the Iranians and the main enemy for us, we the Arabs, has "hollowed out the soul of Iraq" or at least is the main "hand" in allowing the Iraq to be "hollowed out" !!!!  

 

Why should not we be frank enough to accept the fact that what is so called "muqawama" - other than the muqawama that you and I understand, has contributed heavily to the worse situation that Iraq is in now?

 

Who is responsible for the main killings ?  "the conservative official figures record that at least 3,000 civilians are murdered every month. It is a "society pulsating with fear the whole time".  I am surely not excluding the Americans or even the Iranians but who is the main killer ??????

So by now you all know about the Iranian-American "discussion" about Iraq's future, right? It's on Satellite TVs and on the newspapers that you read. Definitely, you could not miss it.  For some "weak-kneed" people in Iraq, it is now clear that the Iranian regime is their ultimate master, while for some others it is Uncle Sam. Iraq: it's worse than you can possibly imagine, and worse than we can possibly know.

That was the message when the brilliant Middle East reporter, Patrick Cockburn, spoke on stage today at Hay, publicising his book about the British and American occupation of Iraq.

Iraq, he said, is a country that's been "hollowed out". Two million people have left. At least 3,000 civilians are murdered every month. The rest live in terror.

He told of details that give a real sense of what's going on. Because there are no more open-air markets, since so many have been bombed, people have set up stalls in side streets or their back gardens instead. Before the war, there were 32,000 doctors in Iraq; now 2,000 are dead, 12,000 have left, and the remainder, who are seen as having money and are thus targets for kidnappers, must work from armed-guarded clinics.

He reminded us about the Green Zone, the giant fortified area in the centre of Baghdad - while most of the city doesn't get electricity or water or sewage disposal, the Green Zone gets plenty, so the occupiers who live there have no idea what it feels like to live anywhere else.

He discussed "one of the great thefts in history", the "enormous kleptocracy", that started with Paul Bremer's Coalition Provisional Authority, which, infamously, didn't keep accounts. (They believed that all money spent would miraculously "trickle down".)

Cockburn is one of the brave few British journalists who still report from Iraq. He described just how difficult it is to do so: he can't go anywhere for more than 20 minutes; he can't make an appointment; he can't mention to anyone where he might be going, he meticulously avoids traffic jams. And those measures are just to "increase the odds in your favour", he said.

There may have been a plethora of books on Iraq, but most see the country as only a "backdrop" for what is "real and significant" - ie, Washington politics. But Cockburn, thank goodness, is different; he tries to see the occupation the way Iraqis see it.

He talked of cities that reporters rarely get to, such as Mosul and Kirkuk, where we don't know just how bad the violence is; he stressed that even the conservative official figures record that at least 3,000 civilians are murdered every month. It is a "society pulsating with fear the whole time".

Someone in the audience wondered if really the situation isn't so bad, that this is just the "Iraqi way of going about things" and it would all even itself out.

"That's baloney," said Cockburn. "This is the worst thing to happen to Iraqis since 1258, when the Mongols invaded and took Baghdad."

I hope this excellent initiative by UAE Vice President, Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, to support science and research will spark a domino effect in the Arabic Gulf region that would define a new field for competition among the Arabic Gulf countries. It's nice to build high and big buildings as a mean to put our countries on the World Map. However it is more important and useful to build Arab brains that can compete in the new age of science and technology.

 

I think we as Arab Gulf people should aim for building centers of excellence and research that would eventually help to put us on the World Map using totally a new field – Science Achievements. One of our success measures can be the number of our scientists and researchers that would get the Nobel prizes in the field of science and high tech. Bear in mind that most of the scientists in the west who got their Nobel prizes were able to do so based on research work that they did while they were in their late twenties and early thirties. We should never understate the potential power of our young people brains!

 

This seemingly ambitious aim is not that difficult to achieve. In the USA, only small number research centers and universities are responsible for maintaining America's position on the cutting edge of science and innovation. These centres are also responsible for most of America's Nobel Prize winners over the last 40 years.

اعلن الشيخ محمد بن راشد ال مكتوم نائب رئيس دولة الامارات العربية المتحدة وحاكم دبي السبت 19-5-2007 انه قرر انشاء صندوق بعشرة مليارات دولار لدعم التعليم في المنطقة.

وقال بن راشد في كلمته امام المنتدى الاقتصادي العالمي المنعقد في البحر الميت غربي الاردن "يسعدني ان اعلن اليوم عن مبادرة شخصية مني تستهدف الاسهام في بناء مجتمع المعرفة في منطقتنا وذلك بتقديم الدعم للعقول والقدرات الشابة والتركيز على العطاء في البحث العلمي والتعليم والاستثمار في البنية التحتية للمعرفة والسعي لتوفير فرص متساوية لابناء المنطقة في التقدم والحياة الكريمة".

واضاف "ومن اجل تحقيق هذه الاهداف قررت انشاء مؤسسة محمد بن راشد آل مكتوم لتعمل في مجال التنمية الانسانية وقررت تخصيص وقف لتمويل مشاريعها بمبلغ عشرة مليارات دولار".

واوضح بن راشد الذي كان يتحدث في ندوة عن "القيادة والتعليم في العالم العربي" على هامش المؤتمر, ان "هذه المؤسسة ستقوم بتصميم وادارة برامج لبناء قاعدة معرفية بمستويات عالمية وسيكون من اولوياتها انشاء صندوق للبحث والترجمة وتنزيل برامج لاعداد اجيال مؤهلة من القيادات في الحكومة وفي القطاع الخاص والمجتمع المدني".

وتابع ان "هذه المؤسسة ستوفر بعثات للدراسة العليا في اعرق المعاهد والجامعات ابتداء من العام المقبل كما ستقدم منحا للابحاث ولانشاء مراكز بحثية في جامعات المنطقة".

واشار الى ان "برامج المؤسسة ستهدف الى اعادة الاعتبار للفكر والمفكرين عن طريق الدعم والنشر والجوائز والاعلام وتحفيز وتشجيع جهود ايجاد الحلول لتحديات التنمية الاقتصادية عن طريق تشجيع الابداع والابتكار وبناء المؤسسات الصغيرة والمتوسطة وتوفير منصة لصناع القرار في كافة القطاعات للتواصل والحوار وتبادل الخبرات لتشريع تحقيق الحكم الرشيد وتحفيز بناء الشراكات بين الحكومات والقطاع الخاص وتحفيز خلق وظائف جديدة".

I think the special relation of mutual benefits between the ruling elites and the businesspersons (bourgeois) can not be rolled out in any state that base it's regime on trades. Bahrain, being a stat that endorses trades, is not an exception in this regard. Over the past 30 years, these two groups or classes of persons have enjoyed superior social and economic status in Bahrain and the GCC in general.

 

Yet one can sense the limited contribution of the Bahraini businesspersons, in general, in the social, educational and scientific development in the country. There are one or two well known Bahrain Business families who have helped and contributed to the development of the Bahraini society in the fields of education and science but this can not be generalized to include the whole class of businesspersons.

 

I think some of the suggestion in the below article by Anas Al-Shaihk, if implemented, are very useful for the future of Bahrain and the Bahrain people. It would be very interesting to see the above mentioned classes of persons get more involved in establishing a sound infrastructure for new educational systems that support the Bahraini talents and ensure their success during their university study and afterwards in their professional life in Bahrain. Another contribution would be the establishment of centers of excellence similar to those found in more advanced countries with the aim of providing professional and scientific advices and solutions suitable for our region.   No one can rule out the importance of the strategic government programs in this regard. Similarly it is very important to understand the importance of the businesspersons role in helping and advancing such programs.

أيهــــا البرجـوازيــــون الليبراليون.. كفاكم خداعـــــاً!

ثقافة - أنس الشيخ:
يقول الدكتور مفيد الزيدي حول التجار والبرجوازيين في كتابه التيارات الفكرية في الخليج العربي ٨٣٩١-١٧٩١: »وقد شارك التجار في الكويت والبحرين في الحركات الإصلاحية التي قامت في الأعوام ١٢٩١ و٣٢٩١ و٨٣٩١، في سبيل إجراء الإصلاحات الضرورية في المجتمع ونظم الحكم. ولكنهم بعد ظهور النفط والعوائد المالية الكبيرة، والنشاط الاقتصادي المثمر اتجهوا إلى الاتفاق مع الأسر الحاكمة التي كانت بحاجة إليهم لإضفاء الشرعية السياسية والمجتمعية على سلطتها، في حين سعى التجار من جانبهم للحصول على دعم الأسر الحاكمة في مشاريعهم الاستثمارية والاقتصادية، وبذلك لم يعد التجار يشكلون تهديداً حقيقياً للنظم الحاكمة، وانصرفوا نحو الاهتمام بمصالحهم التجارية، وتنمية ثرواتهم المالية، وتوسيع نفوذهم في الأوساط الاجتماعية، والمنتديات والملتقيات الثقافية، والأعمال الخيرية، والأنشطة والأندية الرياضية«.


»وتعمد البرجوازية إلى تعزيز مكانتها عن طريق الهيمنة على السوق المحلية بالتحالف مع السلطة، واستحواذها للنفوذ الاقتصادي والاجتماعي ومحاولتها تحويل التفاضل على أساس الانتماء القبلي إلى التفاضل بالثروات...«..


أيها البرجوازيون الليبراليون البحرينيون أصحاب رؤوس الأموال والمشاريع الاستثمارية والاقتصادية الكبيرة والمهمة الذين تصفون أنفسكم بالتقدميين والتنويريين وتدّعون بأنكم تحاربون الجهل والتخلف وتحرصون على حرية ونهضة المجتمع حيث سمعنا أصواتكم تلعلع وتجلجل في كل مكان سواء عبر الصحف المحلية أو عبر ما سمعناه من كلام قد قيل في مجالسكم وحواراتكم تستنكر ما يحدث في الساحة البحرينية بين الفريقين (الديني والليبرالي) حول الشأن الثقافي والفني في هذا الوطن ويقال إنكم كنتم تهاجمون كل من يقف في وجه انتشار عبير الثقافة والفن وأسميتموهم بالظلاميين الذين تقولون عنهم إنهم يريدون حرمان الوطن من كل فرحة ومن كل بسمة ومن كل تقدم ومن كل نهضة وإنهم يريدون تكميم الأفواه والحريات ونشر السواد والحزن والكآبة في جميع أنحاء الوطن. وألستم أنتم الذين تتباكون اليوم على الثقافة. هم ذاتهم من نسمع عنهم ونرى أسماءهم عادة في الصحف والمجلات المتنوعة والمتخصصة في مجال المال والأعمال وفي الملاحق الاقتصادية للصحف المحلية وفي بعض القنوات الاقتصادية المتخصصة ويمتلكون الملايين وربما المليارات، وتعلن الصحف المحلية بكل فخر عن الأرباح السنوية أو نصف السنوية لمشاريعكم واستثماراتكم المختلفة أو في أحيان كثيرة تخفون تلك الأرباح ربما تفادياً عن عين الحسّاد القريبين منكم والبعيدين عنكم؟ (اللهم لا حسد).
فها نحن بصفتنا من أهل الفن والثقافة نورد بعض المقترحات والمشاريع ونلقيها أمامكم.


١- مكتبات عامة صغيرة في كل قرى وأحياء البحرين.
٢- كمبيوتر محمول (
Laptop) لكل طفل بحريني.
٣- مراكز ثقافية وفنية وعلمية ورياضية صغيرة غير ربحية للأطفال والشباب في القرى والأحياء.
٤- مؤسسات ثقافية وفنية وعلمية غير ربحية لدعم الثقافة والفنون في البحرين.
٥- ورش ومعامل تدريبية وتعليمية مجانية للأطفال والشباب.
٦- معامل ومختبرات للبحوث والدراسات العلمية.
٧- ترجمة آخر الإصدارات من الكتب الفنية والثقافية والعلمية والمعرفية المختلفة.
٨- مراكز للدراسات مستقلة تعنى بالعلوم الإنسانية والثقافية والعلمية والوثائقية.
٩- منح مالية لإنجاز مشاريع فنية وثقافية وعلمية صغيرة ومتوسطة.
٠١- منح دراسية في مجال الآداب والفنون والعلوم الإنسانية والتكنولوجيا.
١١- صندوق دعم وتنمية الفن والثقافة والعلم.
٢١- حماية البيئة وخدمة المجتمع.
٣١- إنشاء صحيفة تعنى بجميع المجالات السياسية والاجتماعية والاقتصادية والثقافية وغيرها يقوم على تحريرها وتصميمها وتنفيذها أطفال وشباب من دون تدخل الكبار في اي ناحية من النواحي سوى التمويل المالي. (تم تطبيق هذه الفكرة في الصين من خلال مبادرة قام بها أحد رجال الأعمال الصينيين وتم الحديث عن هذه التجربة في إحدى القنوات الفضائية).

الصنارة والماء

أعتقد أن كل هذه المشروعات والمقترحات قابلة للتنفيذ فلماذا لا تفكرون في أن تدرسوها وتتبنوها وترعوها لكي تزدهر وتثمر وتعطي النتائج المرجوة في المستقبل القريب لنجعل هذا الوطن مشرقاً وجميلاً في عيون الجميع؟ ألا يمكن أن يكون لكم اليد الطولى والمؤثرة في تحقيق نهضة ثقافية وعلمية من خلال دعمكم والوقوف بجانب الجميع؟


ماذا سيفيد الوطن وأناسه، دفاعاتكم وصراخكم وتخوفكم وتباكيكم على الحرية والثقافة وانتم لا تريدون أن تبادروا في تقديم الصنارة للثقافة والفن أو حتى على مساعدة أهلها على التعلم في كيفية صناعة تلك الصنارة وتطويرها ليستطيع الجميع الاعتماد على أنفسهم في الصيد؟


ولكن حتى  لو افترضنا أنكم ساعدتم الفنانين والمثقفين وأعطيتموهم الصنارة أو علمتموهم على كيفية صناعتها ماذا عساهم أن يعملوا بها إذا كانوا لا يستطيعون الاصطياد بسبب تلوث الماء بكافة أنواع الأمراض والقاذورات والفطريات والإشعاعات الضارة، فهل ستنفعهم الصنارة الجاهزة أو المصنوعة في تلك اللحظة؟ لماذا تتجنبون مشاركة الفنانين والمثقفين همهم الفني والثقافي والتعاون معهم لمكافحة كل ما يلوث ماءنا وهواءنا وحريتنا والعمل على حمايتها من كل ما يضرها ولا ينفعها.


الثقافة والتنمية
ألم تسمعوا أو تقرأوا الدراسات والتقارير العديدة الصادرة عن المؤسسات المتخصصة بالتنمية في الغرب، مثل اليونسكو والتقرير السنوي للتنمية البشرية الذي تصدره الأمم المتحدة ونادي روما وغيرها، التي تجمع على أن العامل الرئيسي في تحقيق التنمية هو الثقافة؟ فأين دوركم الإصلاحي والتنويري المفترض أن تقدموه للمجتمع وتنميته عبر الثقافة والفنون؟ أم أن فناني ومثقفي وأطفال وشباب البحرين لا يستحقون ذلك؟ أم انكم لم تسمعوا طوال السنوات الطويلة الماضية أي نداءات أو مطالبات عديدة من قبل الفنانين والمثقفين من أجل النهضة بالمشروع الثقافي في البحرين؟ أم أن مباركة الجهات الرسمية والسلطة لكم والحرص على ما يرضيهم أصبح هو شغلكم الشاغل لكي تطمئنوا بأنكم ستجنون فوائد ومصالح كثيرة لا تستطيعون الحصول عليها من خلال دعم الفن والثقافة والتضامن مع أناسها؟
هل تعتقدون أن مفهوم الاقتصاد الموجود في عديد من دول العالم الآن معتمد وقائم على رأس مال ويد عاملة وعلاقات إنتاج فقط؟ يجيب المفكر الفرنسي »الان بيرفت« على هذا التساؤل بأنه لا يعتقد ذلك ويرى أنها تنطوي على سذاجة وجهل فقد تأكد أن السمات اللامادية كالدين والدوافع المعنوية والأخلاق والثقافة تعدل من سلوك الشعوب وتحوّر مسار أكثر المجالات المادية كالاستثمار والإنتاج. وقد كتب المفكر الفرنسي أيضاً تحت عنوان (ما تغفله ماديتنا الساذجة) وتساءل: لم أفلحت اليابان في أن تصبح بلداً صناعياً بمثل هذه السرعة دون أن تمتلك الموارد الخام والطاقة اللازمة للصناعة، ولا تجد دولا تعد من أغنى دول العالم بالمعادن والموارد وأوفرها ماءً وخصباً ما تقوت به الناس، وتحدث فيها مجاعات؟ وكيف يحصل ٥٧٣ شخصاً يعيشون في كل كيلومتر مربع في جنوب الهند على احتياجاتهم الأساسية، ولا يستطيع أربعة أشخاص يعيشون في كل كيلومتر مربع في دول أفريقية استوائية تمتلك نفس الظروف الجغرافية والطبيعية توفير الطعام واللباس؟
وقد قالت »امارتيا سن« أستاذة الاقتصاد بجامعة هارفرد: التنمية الثقافية مكوّن أساس لا ينفصل عن التنمية بشكل عام، فإذا حرم الناس من فرصة فهم وتقوية قدراتهم الخلاقة، فإن هذا يعوق التنمية.. والثقافة تؤدي دوراً أساسياً في تقييم الأشياء والأهداف والوسائل التي نسعى بها للعمل والإنتاج.


فما رأيكم أيها البرجوازيون الليبراليون بما أثاره المفكر الفرنسي وكذلك أستاذة الاقتصاد بجامعة هارفرد؟ أم ان ما أثاروه لا يعني لكم أي شيء؟

الفن والثقافة المطلوبة
ربما أنتم لا تريدون دعم فن وثقافة تثيركم وتنتقدكم وتواجهكم وفي نفس الوقت تستنزف جيوبكم. بل تريدون ثقافة لا تجعلكم تفكرون بأي شي سوى الجلوس على المقاعد الوثيرة مع أناس يفضل أن يكونوا من طبقتكم وبرستيجكم لكي تستمتعوا وتنعموا جميعاً بالرومانسيات الفنية والثقافية التي تدغدغ مشاعركم وتدغدغ أبصاركم بالالوان البراقة والأخاذة غير مبالين بأي شيء آخر، لا بعلاقة الثقافة بالتنمية أو بالاقتصاد أو بالمجتمع ما دامت مشاريعكم قائمة وأرباحكم مستمرة وكل ذلك من أجل أن تمارسوا الاستعراض فيما بعد. علينا وأحياناً كثيرة على من هم من طبقتكم أو من هم أدنى منكم في الطبقة والمكانة والحضوة وتدّعون بأنكم أنتم أهل تذوق الفنون والثقافات العالية والراقية وليس غيركم الذين تعتبرونهم من أهل (الطقطقه ويحيى الوطن) على حسب تعبير البعض منكم.
ما لا تريدون معرفته وتغييره


هل حقاً يعنيكم أن تعرفوا ماذا يجري في داخل ثنايا هذا الوطن لأبناء عائلات وأسر من هم أقل منكم في الطبقة والحضوة والمكانة أو أن تعرفوا ما إذا كان أطفالهم وشبابهم يمتلكون أي موهبة فنية وعلمية أو أي وعي وذكاء وفطنة أو إذا كانوا تائهين وحائرين وخائفين أو إذا كانوا يشعرون بمعنى الحياة ويستمتعون بها بشيء من الإنشراح وبشيء من الأمنيات أم لا؟


ألستم انتم أيها البرجوازيون الليبراليون تدعون دائماً إلى أن تتغير العقليات والأفكار عند الكثيرين، والتي تعتبرونها رجعية ومتخلفة وظلامية فلماذا لا تبادرون وتساهمون وتتضامنون مع المثقفين والفنانين؟ أم أن الذي يجري في داخل ثنايا الوطن لا يعني لكم شيئا بقدر ما يعني لكم ما يحدث على واجهات الوطن؟
فهل في إنشاء مشاريع ثقافية وفنية مستقلة وغير ربحية تنشر الوعي والحرية والاستقلالية وتشجّع وتعلّم الجميع من خلالها الحوار والقبول بالرأي الآخر عند الصغير والكبير في كل مكان في هذا الوطن مضرة لكم؟ أم انكم لا تريدون أن تتورطوا في مشاريع لا تدر عليكم بأي عوائد وأرباح مادية حيث تعتبر المسألة بالنسبة لكم مضيعة للوقت في الدخول في مشاريع لا يتم تقييمها ودراستها من باب الربح والخسارة المادية؟


كفاكم خداعاً
أيها البرجوازيون الليبراليون كفاكم خداعاً وتباكياً على الثقافة والمثقفين وعلى الفن والفنانين وعلى الحرية والديمقراطية ما دمتم غير مبالين ولا تشعرون بأنكم معنيون لما يحدث في الواقع الثقافي والفني في هذا الوطن. وبالرغم من قدرتكم على التعاون والتضامن مع الجميع إلا أنكم تأبون وتمتنعون وتتهربون من تحويل الظلمة التي تقولون عنها إلى نور وتحويل اليأس والإحباط عند الكثيرين إلى أمل.


إذا كنتم ترفضون كلامي جملة وتفصيلا وتقولون إنني أتجنى عليكم وإنكم لستم من المخادعين والمتباكين ولستم من طبقة المتعالين أو من المتهربين فها هي بعض المقترحات والمشاريع مطروحة أمامكم في بداية هذا المقال فماذا عساكم أن تقدموا من أجل دعم الفنون والثقافة وأهلها من كبار وصغار من أجل الدفاع عن وعي وحرية وتقدم هذا المجتمع؟
